If you have Need for Speed: Underground 2 save file on your PS2 memory card, you can start the game with extra $10000.

You can get easy money by doing short and easy races such as the drag race. Win the race and get the money. Then enter a safehouse and start the race again. If you won the race, you will receive the same amount of money as the first race you done. You can repeat this as many times as you want.

Every time you defeat one opponent on the blacklist, you will get two marks usable by your choice. Do not use them on Uniques when you are early in game. Instead, use them on the middle or the left "Random" choices. Usually, they will come out as a large cash bonus or a pink slip of the opponent.

You can get easy money by selling a car. Before you sell a car, go to a One-Stop Shop and reset all the exterior body parts. You will get credit as the result of the trade-in for the custom parts, and when you sell the car on the Safe House, the car's value won't be decreased.
