I was so angry when they came out with rubber mulch, because Florida is such an environmentally sensitive state, and the chemicals leached into the groundwater are damaging.

That being said, I've grown potatoes in tired stacked and filled with hay. I didn't die, so I'm thinking it's a pretty safe way to "build a potato mound".
